Cargo vessels would anchor outside the three-mile limit of U.S. jurisdiction and open shop selling alcohol to bootleggers in small, quick boats which could easily outrun the coast guard. This three-mile boundary became known as the 'Rum Line' and the row of anchored ships was called 'Rum Row'.
